Could be that there are more than the four pending UFA players on the team that they are trying to make decisions on. The UFA's are easy decisions, you have a bottom trade price and when a team goes above that you work on making a deal, until then you keep playing the games.
However the other 16 players on the roster that are not UFA need to be evaluated on their long term fit with the organization. If you don't do a knee jerk reaction by dumping the UFA's for pennies on the dollar in the trade market you keep a certain status quo in the lineup. That allows you too properly evaluate everyone else without having excuses that come up that with the changes in the roster players are needing to get used to new systems and new team mates.
Just because of the cap situation and the LTIR situations with so many teams it was never realistic to expect a great number of trades before January.
