It's the same situation as was there before, with him in place of HWR and the TVA now enforcing his tree-based vision of the multiverse instead. But he does really give them free will. The branches are all caused by choices, and now that the branches are allowed to grow, the choices people make are real and their will is free. The TVA is not "enforcing" the tree-based multiverse, they are tending the branches to ensure they are allowed to grow as opposed to pruning which restricted people to one choice.
Now we don't see how the TVA is working or what they do to cultivate timelines, but they most definitely are allowing all choices to grow and liberating people from the Sacred Timeline.
It isn't just varied timelines, it is infinite timelines. As Timely said, the loom had a scaling problem, a problem that the tree does not.
