I think the idea is that league-minimum players could run around being goons, because all the good players would find it too expensive to retaliate. If the goons were only in the league
because they were willing to be goons, the fines would just be their cost of doing business.
I could see some utter jerk of a GM doing this with minor-leaguers on two-way contracts. ‘Look, kid, you’re making $100,000 in the minors. I'll promote you to the show if you promise to take out someone's knee. I'm not allowed to pay the fine, but I'll keep you on the roster as a healthy scratch until you earn double the amount. Or would you rather keep riding buses to Bakersfield?’
