Should they not be growing on their own accord and with their own financing? Up to ~350 jobs (which I imagine is an extremely optimistic estimate) doesn't exactly seem like a good return on investment at this price tag unless the feds are getting a serious share of profits to pay this back.

You misread it. It reads:
A statement says the province is contributing up to $80 million, with $970 million coming from the federal government, E-One Moli and private sources.
The "statement" in question is
a press release from the BC government, so it's written from a BC-government-centric point of view that $80M is coming from them, and the balance of the $1.05B is coming from "the federal government, E-One Moli, and private sources", i.e.: everyone else.
