I think you are confused about how he cap works. Currently the Flames have $700k in cap space and that includes Kylington's $2.5m. Since he is on LTIR they could exceed the cap by his $2.5m, so they actually have 3.2mln in cap space available right now.
If Kylington played it would have been tight, but other moves could have been made.
