yeah I forget what the stuff actually is, I generally don't trust the balcony enough to properly inspect.
But yes it's true, that's why the fence stuff is up. Otherwise why wouldn't other buildings have it, and why not just use regular lower-cost light weight chicken wire?
However I am surprised that nothing about it is on wikipedia, mind you if it was rumour I'm certain it would have been listed under that section
