Removing Foegele weakens their bottom 6 further (he is probably the best of that group)
Holloway is the only real prospect they have, and removing him also weakens their depth. And there is a player there, if he can get a new home.
And Markstrom keeps their cap as jammed as possible. Also, Markstrom would not bail out the Oilers - no goalie will look good with that defense. And the fans would turn on him in no time.
The trade - at first - seems unexciting, but when you think it through, it weakens the Oilers and helps the Flames.
