Equalization is a red herring. Alberta doesn't pay equalization....Albertans pay taxes. Albertans paid taxes back in Lougheed's day, yet he was able to create and fund the Heritage fund. 100% it is the choices made by conservative politicians since then that kept the fund from growing, not the rate of federal taxation.
