Canada's laws are not convoluted at all.

If a citizen WITNESSES a criminal act (indictable, dual or summary conviction), one can use a reasonable amount of force to arrest or apprehend the suspect. The key being WITNESSES.

From the article (and i'm sure there is way more to this story than presented there), it appears that he got involved after witnessing the crime. At that point, he could use a reasonable amount of force, in this case lethal, to arrest/apprehend.

In heavy consultation with the crown, police would decide whether a charge was justified.
