This is about as consistent as you can get as far as head shot suspensions go.

Raz had never been suspended for anything before. He got 4 games.
McAvoy has been suspended for a hit to the head before. He also got 4 games.
That means McAvoy DID get less games than Andersson did, as he would have had 1-2 tacked on as this was his second suspension for exactly the same thing. Meaning his base, "first-offence-equivalent" penalty was only 2-3 games.
