TBH, it looks like he kicks at him twice, but the quality is so low its hard to tell. I saw a better quality webm Saturday night but it seems have been scrubbed from the net.
The whole thing is bizarre, and the media has coordinated to call it a 'freak accident' and leave it at that.
Like others have said, I've never seen something like this. Its not uncommon for skates to come up, but usually its because the torso is going down due to loss of balance.
