I would say that Backlund is more of a PR person than Zadorov is, which is one of the reasons Backs is Captain.
That whole thing is a pet peeve of mine. The people who are usually allowed to speak are the ones who will sacrifice the message just to make sure no one gets hurt receiving it. In my mind, the world would be decades ahead of where it is now if "PR" was never a thing. I mean, the concept of "Public Relations" is a good one at its core... but unfortunately the purpose of it got usurped a long time ago to care more about protecting message deliverers and covering up errors than the messages themselves and just being honest.
