I think it's as simple as the Flames don't want to be like Buffalo has been for 12 years now, and looks like it's going to be 13 years.
They seem to believe that the idea of "Hope" and at least a chance at the playoffs is better than the pain of a hard 6-10 year re-build with a really good chance at winning at the end.
