Right. Gaza has two levels, basically the surface, and then huge network of tunnels and underground bunkers where Hamas hide, smuggle weapons in, and transport rockets, etc. and all the mid level Hamas lieutenants and low level grunts that are hiding.
If the goal is to disarm and eliminate Hamas, there needs to be a ground operation into Gaza. Sending troops into tunnels without air support or airstrike, would be a complete bloodbath. Since Hamas has been purposely hiding around average-Ahmad to use them as shields. We know the tunnels have been effective at getting bombs, weapons, and rockets past the Israeli blockade, and no retaliation to dismantle some of these tunnels/weapons would just lead to the same thing again by Hamas.
Not doing anything while Israelis are being held hostage is untenable for the Israeli government. Hamas would not likely give up hostages either without pressure. Don't see how any operation against Hamas would spare average-Ahmad. Don't see how you can pressure Hamas to give hostages without some sort of retaliation. If Hamas cared at all about Gazans, which it does not, they should give up the hostages.
