You'd find with any nation, there are differing opinions and views amongst the population. Generally, people tend to be less conservative in cities with tourists and more conservative in rural areas and small towns.
In the middle east, that contrast tends to be amplified. For example, in Israel, you have Tel Aviv, one of the most liberal cities in the world, and Jerusalem, a city where you will get dirty looks for not covering your arms. The same is true of countries like Iran or even Saudi Arabia, where you have nightclubs in some cities but then people being executed for convening with genies in the same country.
