If that is happening, it is down to the design of the seating.
It depends on the flight and the airline. For instance, the longest Ryanair flight is ~3.5 hours. Their seat configuration is ‘snug’, so they understandably have seats that don’t recline.
For transatlantic flights or those to Australia, you’d hope to have seats that recline - and you do.
As long as you’re not reclining during mealtimes, I don’t see the problem.
However, if I had someone such as Sliver behind me, I’d respect the impact I would have on his comfort and not recline - or I’d at least ask if it was ok. Mind you, if I was arguing with him about dogs on CP, my seat would be going back.
