If you want a picture, stand on the bank with the bridge in the background. At least that will minimize the fencing with the added bonus of not being in the way of everyone, and it'll be a better picture.

Twitter/X gets a lot of heat, but in terms of fostering idiotic public behaviour, Instagram gives it a run for the money.
Last weekend cycling on the busiest stretch of the reservoir pathway, I came across a group of five people completely blocking to the path. They stood in a circle, heedless of all the cyclists and pedestrians who had to swerve onto the grass to get around them. The reason? They were looking down at a phone placed on the path with on a timer to take a picture of them with the trees changing colour above. And they weren’t doing this for a quick 15 seconds - it was a least a couple minutes they were blocking the path so they could get that perfect ‘gram shot.
