The ICC doesn't have a police force, it would take Hamas leaders to be living in an ICC member state to be arrested, which is very unlikely.
They're probably in Egypt, Saudi Arabia, Syria, Lebanon or Iran, good luck getting them from those countries.
Just hunt them down and kill them, I know it's Israeli policy not to discuss weapons but I'm pretty sure they have Predator or Reaper drones, I hear they're very effective
