Just hear me out here, and this may sound crazy but consider:
Your electrical generation grid is dependant on a state you view as the enemy. Fuel supply to ensure care of life generation is dependant on ports and borders controlled by those you despise. You lack either the foresight or economical means to supply yourself with stockpiles of fuel to maintain medical facilities. Caring for civilians by rhe elected government seems secondary to:
Advanced rockets
Technological and logistics investment to coordinate an attack
Funding of militant groups
Arming of militant groups
Then your smooth brain tells you to go kick the state which you depend on for care of citizens right in the sack.
When all hell predictably breaks loose, the reaction is to lay back and blame your provident oppressors with indignation in the face of your own selfishness and lack of foresight.
Just making sure I have the outline of priorities straight here.
