The thing with the high stick is it doesn't matter where the blade of the stick is, it's where it makes contact. It's also supposed to be judged by the player's usual shoulder height when standing straight (which players almost never are).
On the replay, it was hard to tell where it made contact and it was so close that when you take into account the "normal height of the shoulders", it was almost-certainly okay.
