If they would lay down their arms, and for sure the ultra wealthy Arab countries in the region would invest on helping it develop a very lucrative tourist industry, if they support them as much as they say. Heck, if they laid down their arms, Israel would probably contribute.
They have potential to do a lot if they just laid down their weapons. If they are afraid of Israel attacking them even after demilitarizing, they could request a peace keeping force.

Like I said before that was the vision of Rabin and Peres. They wanted to create free trade between Israel and Palestine which would have included people and goods. They wanted to build an elevated freeway to connect Gaza and the West Bank. I remember Palestinian investors had already drawn up plans for a casino resort in Jericho. Gaza could have been Palestine’s Jaffa. It still can.
EDIT: after some research the casino resort did get built in Jericho but shut down for several reasons.
