Generally, a total siege that blocks millions of civilians from receiving food and water would be considered a war crime. Sieges are legal when they're done strictly against military targets and civilians are allowed to leave the encircled area, but that's unlikely to happen here.
Muddying things though, is the Gaza-Egypt border. It remains to be seen whether Israel will enforce a blockade there and/or whether Egypt will also keep the crossing closed.
