With respect to Gaza per se, Israel evacuated its settlements and unilaterally withdrew as part of phase 1 of its peace plan - Gaza First. Fatah set up a government but was defeated by Hamas. Since then the Palestinian Authority has never been all that interested in reasserting any control over Gaza.
