She is someone that probably should have never gotten involved in the 90's wrestling scene. By all accounts she's very smart. But she's also it sounds like a sociopath. You put that into the mid 90's drug fueled nasty rib heavy political dressing rooms and you get someone like Tammy that comes out a bit broken, and with serious addiction and alcohol issues.

After WWE she never had a chance. Paul Heyman wrecked her financially and used her problems to make money (That shoot interview was awful). After Candido and even before Candido died she jumped from one bed to another and was used and tossed away by people like Michaels who fueled her addiction and her sense of probably worthlessness. after her career she chose really unwisely and lately it got worse.

On the negative side the WWE tried multiple times to get her into treatment only to have her repeatedly quit. She made tremendously bad choices and lived in a constantly cloud of denial.

Now she's screwed, she's not going to jail to get fixed, that's not what this is about. She's just plain dangerous to herself and everyone around her. And she's likely going to die there, and probably with her myriad of health problems and addiction problems, it won't take long.
