To be clear the city being on the hook for cost over runs was in response to a question if the province would cover cost over runs.
In other words the province wouldn't be kicking in any more money if inflation or cost overs occurred in the specific things they were funding (e.g. the underpass on 6th street)
It is still unclear on who is responsible for cost over runs for the building itself.
