Why would Sportsnet care how much the league makes? They have a near monopoly on the product unless you have ESPN+ or the Canadian equivalent so you can watch the other team's feed. Even then, you can be out of luck if it's two Sportsnet teams playing each other. And they'll still be making the same amount of money.
As you alluded to, there's zero incentive for them to improve the quality of anything.
