It's possible that by implementing clumsy requirements to provide information that people don't have or would be difficult to obtain and report would discourage or prevent some broadcasts... Basically dissuasion through bureaucracy, which is often a highly effective method. Especially if you happen to impose those regulations more strictly against certain types of broadcasts (not even necessarily based on their content).

It's essentially the same theory underlying voter ID laws - it doesn't really prevent anyone from voting, just adds extra compliance steps that some people just aren't going to be willing to undertake. If those people happen to tend to be your political opponents, well, what a coincidence.

Maybe this regime will be so easy and non-invasive that that won't be a real problem, I don't know. But it's certainly conceivable.
