It sounds like they are just worried about alienating India because they see them as a counterweight to China's power.
I think there needs to be more discussion about the issue of allowing a separatist movement in another nation to be organized and partially funded in Canada though. If Quebec separatists had organizations in a foreign country and were organizing referendums and displays of disobedience in Canada, I think we'd have pretty big issues with that. Or maybe the guy really was just a plumber... what's the truth here?
This doesn't excuse India for assassinating a Canadian citizen on Canadian soil of course. Under no circumstances can Canada let that slide.
