Ideally I'm looking for something that does not seriously harm the other dog long term but causes it enough distress that it absolutely will not approach any further.
Does something like this exist, does anyone have any suggestions?

To answer the OP, this seems far to risky to ever want to employ such a measure. You likely would end up on the Calgary subreddit listed as a an animal abuser or worse absolutely get your a** kicked in by some crazy dog owner.
