All the parties believe in those things. For example, balanced budget can happen via increasing taxes on wealthy or cutting spending. An NDP or Liberal voter would tell you that limiting abortion in other countries or some other CPC policy would make them feel less proud to be a Canadian.
The bigger issue is that the CPC "base" is wildly out of step from average Canadian views on some major issues and that's why every election the CPC leader starts losing ground once the voters start looking beyond the superficial "who's cooler" and start focusing on campaign stuff.
a) Climate change is man made and a serious threat:
CPC: 37%
Lib: 91%
NDP: 90%
Bloc: 92%
Green: 92%
b) The government should NOT revoke charitable status for pro-life organizations:
CPC: 56%
Lib: 24%
NDP: 18%
Bloc: 13%

At the present stage i.e. with an election possibly 2 years away, I don't believe it would benefit the Conservatives to start laying out the details of their platform. There is enough things to criticize the Liberals for without having to do that.
Regarding (a) from what I understand there was quite a wide difference of opinions on how to deal with Climate Change, and I would suggest the numbers probably reflect more the priority of the voters on dealing with Climate Change vs what they perceive as more serious matters for Canada at this time.
Personally, I believe Canada is in a position to capitalize on its resource abundance and fight world Climate Change at the same time. I also believe that our Energy Industry will play a prominent role in helping to solve Climate Change.
Regarding (b) I am a strong Pro Choice advocate, and the party normally avoids any vote on this matter.
Also, PP is not bound to include the policies adopted at policy conventions into an eventual election platform.
