The issue is just that the CPC "base" is fundamentally different from the rest of Canada in how they view the world. Every political party's base will tell you they want balanced budgets, incentives for entrepreneurs, and making people feel proud they are Canadian. Those are bland political goals short on policy and whether or not they've been achieved or how they're to be achieved will depend on the skew of your political bias. All the parties believe in those things. For example, balanced budget can happen via increasing taxes on wealthy or cutting spending. An NDP or Liberal voter would tell you that limiting abortion in other countries or some other CPC policy would make them feel less proud to be a Canadian.
The bigger issue is that the CPC "base" is wildly out of step from average Canadian views on some major issues and that's why every election the CPC leader starts losing ground once the voters start looking beyond the superficial "who's cooler" and start focusing on campaign stuff.
