Montreal has -4.7 mill in cap space and is likely a bottom feeder.
Long term, they have cap problems. But in a vacuum, for this year, they're fine in terms of cap efficiency. And even for this year, they have problems with depth, defense, goaltending, etc. But not cap efficiency.

??? The last few cup winners have depended on LTIR to be compliant. You cite Montreal but ignore TB, Colorado, Toronto, Florida and Vegas, all of whom have similar or worse cap deficits.
And their problems with depth have a lot to do with their cap issues.
