Peters paid for his actions when he was racist toward Aliu. He was fired from a dream job of being an NHL head coach for those actions.
The discussion now is should Peters be eligible to coach at any level anymore. We don't know what he has or hasn't done in the 4 years since he was fired - so I won't make judgments on if he should be allowed to coach. There doesn't seem to be any other stories of him being racist at least.
We do know that Aliu has blamed Peters for him not becoming a regular NHLer - and, in my opinion, that is a huge reach. So I judge him for that part, I guess.

We can be pretty sure he hasn't directed any contrition towards Aliu until hours before he wanted to have an easier answer at a press conference.
But hey, I can get that a reasonable person might need some weeks/months to process things when actions from their past come back to blow up their lives. I can see how they might even feel resentful towards the person who brought those actions to light, and how they might rationalize that they felt there was no malice in their heart at the time.
But, a good human being would eventually recognize that their own feelings are actually irrelevant when it turns out they've harmed someone else. Who knows, maybe Peters simply didn't have that realization until this week and it's just a total coincidence.
