In the Lengends EU she was much more pragmatic and jaded as the Leader of the New Republic, and in a interesting shift was accused of trying to become the New Palpatine as she tried to basically eradicate the former Empire.

In this case it has nothing to do with the Force, and nothing to do with politics. We see that yes the Empire was shattered with the Death of Palpatine and Vader. But the Empire was left with some pretty competent officers, and a nearly complete Imperial Intelligence network, who could have formulated this infiltration plan pretty easily.

Its also almost a historical truth that when a armed rebel group over throws a government they're awful at governing. We saw this in the Mandalorian where slavery came back in a big way in the outer rim, criminals took over entire planets, and the Republic was too busy filling in TPS reports.
I sort of dig how Andor is Mon's journey into buying more and more in Luthen's perspective and once that task is done she falls back into what she knew before.
