My knowledge of rural Canada is vast, but Manitoba is a gap for me. I could only make assumptions, so I dont.

This is the real issue, you can ask that but the fact of the matter is that in BC the major Urban centers control the majority of the electorate.
Kelowna, Kamloops, Salmon Arm, Smithers, etc, these people dont have any say.
In Alberta, Calgary could have slightly 'swayed' the vote any way they liked, but the fact of the matter remains that this only the case because of the power of rural ridings.
If we were like BC where nothing outside of the two major Urban Centers mattered then this would be an entirely different story.
