Phoenix missed the opportunity to create a loyal fan base and capitalize on incoming tourist/snowbirds and fans of northern teams flying in for weekends by having the arena so far away from where these people stay and have places.
Why would anyone now fly to PHX to spend a weekend and watch their team when they can fly to Vegas and have a much more entertaining weekend outside of a 3hrs hockey game.

Don't under-estimate the attraction of Scottsdale and the valley of the sun. Sure, Vegas is awesome for a 3-day jaunt, especially when you're younger, but Scottsdale et al is far more attractive, especially on a repeat basis, for people, once you've been there, done that, with Vegas (yes, I mean 'old people' here).
The attraction is still there. The opportunity is still there. If you build it, they will come. But you have to execute properly, and so far, that has proven to be a pretty elusive challenge for them.
