It is weird. I think part of it is that if they are registered with a party, they they can be involved in deciding who runs, and that sort of thing. By being a party member, they get some say in the process. Not like in Canada, where being a party member doesn't really do anything for you, other than just getting email spam and requests for donations. Although I am sure that happens in the States too.
