I'm not against a few PTO just to have extra vets for pre-season games. Most of the regulars don't bust their butts in pre-season, so it is good to have a few vets auditioning to push the potential rookies.
Sometimes teams use it as a way to build goodwill with players and agents. When players are on PTOs, they are auditioning for the league as a whole.
I would be reluctant to sign any PTOs though, unless they really blew the doors off.
