Quebecers pay less because they don’t get the carbon tax rebate, since they have a different set up to deal with carbon pricing. Quebec’s system isn’t set up to be revenue neutral or even close to it.
Which brings us back to the only question you should be asking: if Quebec is getting such a good deal, why hasn’t Alberta copied them?
