Aren't we talking about highways here where people are going 80-120? We're not talking about the average city street.
My point is that, on a highway, without an obvious tell like lights or exhaust, you're not able to tell if someone is in the car with any degree of accuracy and you certainly aren't able to physically see a sign of that person with any time to do something about it. That's the bologna.

Highways you also have less stuff to pay attention to, less cars, less stuff on the side of the roads etc. But that wasn't my intention to say I can always tell from a distance to insanely high levels of accuracy without other tells contributing to the educated guess.
Let's just agree I misspoke and it was a little bit too much hyperbole.
