The comment was any car with hazards on. I just kinda expanded on that definition.
But I think your comment coincides with an opinion I have. If you couldn't see the photo radar from a distance before getting caught, maybe you shouldn't be complaining about the ticket.
Even on the highway, I can figure out whether there's someone in the car from a distance unless the windows are tinted into oblivion. Usually you can also tell via exhaust or lights. The rule is basically change lanes and keep driving speed limit or slow down if you're in the adjacent lane. If someone can't figure out if someone is in the car adjacent to their lane, slow the hell down or change lanes. If they complain that's too hard. I wonder if situational awareness as part of their driving skill is inadequate.
