Isn't the point of the rule to make it easier on anyone who might have to wander around a vehicle and close to the road while pulled over? For the purposes of this rule, there's little difference between a tow truck and someone trying to get the donut onto their car, right?

The only difference is that flashing lights means you know for sure there are people around whereas a car on the side might well be unoccupied. But you could still have that rule.
