WTF. If you're going to do this, just say slow to 60 kmph to pass ANY vehicle pulled over to the side of the road and maintain speed if you're at least one lane away.
Isn't the point of the rule to make it easier on anyone who might have to wander around a vehicle and close to the road while pulled over? For the purposes of this rule, there's little difference between a tow truck and someone trying to get the donut onto their car, right?
