What is the funding model? What are the facilities? If it's mandatory, is there any recourse or defense? Or are we just foregoing a pillar of our justice system? You can't, I'm assuming, give a police officer the authority to send people to mandatory rehab prisons. That can't be the idea, can it?
That's definitely my main issue with the article, the actual policy gets half a sentence then the rest is just childish ranting and raving.

The one thing it does say is it would be some sort of special judge that dictates it. Definitely need more details to really comment, which begs the question, wtf kind of announcement is that
