I agree that it is not always the driver fault and kids need to be wary of cars. But from the article,

Chances are the speed limit on the non-playground zone road was 50 km/h or 60 km/h. This is a little excessive for the road to say the least. The whole idea of a playground zone is for drives to watch out for children crossing the street and darting in and out of traffic. I do see your point, but in this case I would the majority of the blame on the driver. But if this does serve as a wake up call for parents to remind their children of the dangers of the road then I guess that is good. Unfortunate that someone, especially a child, had to get hurt in the process.

I hope the driver doesn't get a license for a long long time.
