It seems like a really awful decision and I think it was recommended by HR instead of the hiring manager. I still keep in contact with the Manager and he has recommended me for two other roles over the last two months and made an introduction for me with an outsider vendor that was also recently hiring.
HR doesn't generally make the final hiring decision, anyone who blames HR is passing the buck.
