Arguably, it means that Conroy does think that this is a win-now team.
Better than last year means playoffs, and the mere act of getting into the playoffs as a lower seeded team is enough to make it to the Stanley Cup finals and be a "contender" - e.g. Blues in 2018-19, Dallas in 2019-20, Habs in 2020-21, and Panthers in 2022-23.
As another poster alluded to in another thread, no bad teams make the playoffs in the current format where only the top half of the league makes the post-season cut.
