‘Bubble’ in this context retains its meaning pretty much regardless of how many teams are in the league.
Edit: If anything, you have your argument backwards - the main way in which the term loses its meaning is when you have a smaller league and very few don’t make it - describing those that don’t make it as being bubble teams would be complimentary given that in a 21 team league, you’d have to be almost completely awful not to make it in to the playoffs.
