There are plenty of forwards and defensemen who got into the Hall without a single Hart vote, individual hardware, or even finishing top 5 or top 10 in voting in their respective positions. Kipursoff was extremely dominant in 7 out of his 9 Calgary seasons, had a good season in 8 out of his 9 seasons, and only had one bad season which was his last season.
If he played on the East or an Original 6 franchise with those consistent dominant seasons, the guy would be locked into the Hall of Fame already.
Edit: He literally played 7 consecutive seasons with 70+ games played all at an extremely high level of play.
Edit 2: Jennings is fewest goals allowed with minimum 25 games played. Which makes his win even more insane.
