There's reasons he's not in the Hall of Fame/his number isn't retired. He badmouthed the Flames on his way out after his comeback attempt in 2009, I think it left some bad sentiment. Then all of his political ramblings over the past several years. Not something the Flames want associated with their brand I suspect. He burnt a lot of bridges in the hockey world. His number will never be worn again, but there will never be a banner.
